Governor Jim Doyle gave a policy speech on environmental protection at the Alliant Energy Corporate Headquarters in Madison, WI. He was joined by a coalition of industry environmental leaders including Bill Harvey, CEO of Alliant Energy; Barbara Swan, President of Wisconsin Power & Light; Keith Reopelle, Program Director at Clean Wisconsin; George Meyer, Executive Director of Wisconsin Wildlife Federation and Matt Frank, Sec. of the DNR. The Governor’s address focused on an initiative to reduce mercury emission from coal-fired power plants by 90% by the year 2015. After the Governor’s address he spoke to press briefly about the Budget Repair Bill and Great lakes Compact. WisEye also spoke to Sec. Frank and Ron Crain, Manager – Strategic Communication for Alliant Energy.

03.17.08 | Gov. Doyle's Bill Signing Ceremony for Assembly Bill 646

Governor Doyle signed several Assembly and Senate Bills into law at a ceremony held at the University of Wisconsin Hospitals and Clinics on March 17, 2008.  

Assembly Bill 646 makes various changes to the University of Wisconsin Hospitals and Clinics Authority (UWHCA) and the University of Wisconsin Hospitals and Clinics Authority Board (UWHCB). The Governor thanked Representatives Kitty Rhoades and Spencer Black, and Senators Fred Risser and Luther Olsen for their work on the bill.

Assembly Bill 442 allows the Department of Transportation (DOT) to issue special distinctive license plates for persons who support Donate Life Wisconsin (DLW) and the promotion of organ and tissue donation. The Governor thanked Representatives Joan Ballweg and Terese Berceau, and Senators Lena Taylor and Robert Cowles for their work on the bill.

Senate Bill 310 amends the anatomical gift laws and processes based on the Revised Uniform Anatomical Gift Act of 2006. The Doyle thanked Senators Fred Risser and Carol Roessler, and Representatives Steve Wieckert and Tony Staskunas for their work on the bill.

Senate Bill 487 amends the requirements for health care providers to allow for redisclosure of patient health care records under certain conditions. The Governor thanked Senators Jon Erpenbach and Dale Schultz, and Representatives Terry Moulton and Kim Hixson for their work on the bill.

In the ad-hoc press conference held after the event, Governor Doyle spoke on issues pertaining to the status current budget repair bill and Rep. Wieckert spoke on the importance of signing into law SB 310.

On March 17, 2008, Governor Doyle signed into law Senate Bill 456 which amends the Authorized State Building Program to allow TomoTherapy to build an additional wing at the School of Veterinary Medicine at the University of Wisconsin in Madison. This will allow the School of Veterinary Medicine to offer advanced radiological treatments for animals. TomoTherapy, Inc. is a publicly-traded company based in Wisconsin where they design and build machines for radiation treatment. After the event Governor Doyle took questions from the press on the topic of the budget repair bill and the Supreme Court race.

03.13.08 | Gov. Doyle Signs "Compassionate Care" Bill

Following a seven year long effort to pass this legislation, members of the Compassionate Care for Rape Victims Coalition joined Governor Doyle as he signs AB 377 into law in the Governor’s Conference Room on March 13, 2008. The new law requires hospitals providing emergency medical care to rape victims to give information about emergency contraception and, if requested, dispense the medication onsite to prevent pregnancy. The legislation was passed by the State Senate by a vote of 27 to 6 in May of 2007 and the Assembly passed the bill by a vote of 56 to 41 on December 11, 2007. While the American Medical Association supports widespread access to EC to rape victims, a 2006 study found that 66% of Wisconsin emergency rooms failed to provide access to EC to rape victims. With the Compassionate Care for Rape Victims bill becoming law, rape victims will now be guaranteed the comprehensive and compassionate care they need and deserve in every Wisconsin emergency room. The signing of this bill marks the first pro-women’s health legislation to be passed and made into law in Wisconsin in over a decade.

Anderson, of Wisconsin Rapids, currently commands the 32nd Infantry Brigade Combat Team and will assume command of the entire Wisconsin Army National Guard as deputy adjutant general February 29, 2008.

Governor Doyle at a reception hosted by Gathering Waters Conservancy to celebrate the reauthorization of the Knowles-Nelson Stewardship Fund. The Stewardship Fund is a nationally renowned public program that protects natural areas, water quality, wildlife habitat, parks and recreational lands through voluntary agreements with willing landowners. Since its establishment in 1990, more than 470,000 acres in 71 of Wisconsin’s 72 counties have been protected. The program provides public access for outdoor activities including hunting, fishing, hiking, canoeing, wildlife watching and biking.

Gov. Jim Doyle attended the grand opening of Vision Beloit, a newly renovated downtown building in Beloit, city leaders hope will become a “showroom of ideas” for the area. Four community and business organizations moved last month into the remodeled City Center Building. It was renovated by Hendricks Development Group, the real estate company responsible for much of Beloit’s downtown revitalization in recent years. The Vision Beloit facility brings Visit Beloit, the Greater Beloit Chamber of Commerce, the Downtown Beloit Association and the Greater Beloit Economic Development Corp. into one building. The ceremony was held January 8.

Culver of Iowa, Governor Jennifer Granholm of Michigan, Governor Kathleen Sebelius of Kansas, Governor Ted Strickland of Ohio, Governor M. Michael Rounds of South Dakota, and Premier Gary Doer of Manitoba -- signed the Midwestern Regional Greenhouse Gas Reduction Accord at the Midwestern Governors Association: Energy Security and Climate Change Summit on November 15. Gov. Jim Doyle, co-hosted the summit on November 14 and 15 at the Pfister Hotel in Milwaukee. The governors from across the Midwest met to pursue new regional initiatives to increase the production and use of renewable energy, promote energy efficiency, and try to ensure a reliable electric grid. The MGA is a nonprofit, nonpartisan organization that brings together the governors of 12 states to work cooperatively on public policy issues of significance to the Midwestern region. The MGA was created in December 1962, when articles of organization were adopted at the first annual meeting in Chicago. The members of the association include the governors of the following 12 Midwestern states: Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota and Wisconsin.

The West Wisconsin Land Trust negotiated with landowners to protect a large segment of the Hildur Lake shoreline.
